Transfer students who have used their benefits at a previous institution
Submit the following to the Veteran Certification Department:
- Certificate of Eligibility
- Veterans Certification Request Form
Post-9/11 GI Bill® Chapter 33
Apply online through the VA website for education benefits – Form 22-1990.
Once your application is reviewed, the VA will issue a certificate of eligibility to qualified individuals. The certificate will contain basic eligibility information including months of entitlement, period of eligibility and benefit level.
Submit the following to the Veteran Certification Department:
- Certificate of Eligibility
- Veterans Certification Request Form

Veteran Readiness and Employment (VR&E) - Veterans with service connected disabilities (Chapter 31)
- Apply online through the VA website for education benefits – Form 28-1900
- Consultation with a Dept. of Veteran Affairs VR&E Counselor, call 313-471-3800
- Submit the Veterans Certification Request Form to the Veteran Certification Department, once registered
Montgomery GI BILL – Veterans, Active Duty Military, Reservist, and National Guard members
Chapters 30, 1606 & 1607
Apply online through the VA website for education benefits – Form 22-1990.
Submit the following to the Veteran Certification Department:
- Certificate of Eligibility (Veterans); or
- Notice of Basic Eligibility (Reservist/National Guard members)
- Veterans Certification Request Form, once registered

- Service members: Visit the milConnect website for instructions on how to request the transfer of benefits to a dependent or spouse.
- Student: Once the request is approved, the family member using the benefit must submit a request for a certificate of eligibility to the VA. The family member should use VA Form 22-1990e and can apply online through the VA website.
Submit the following to the U of M Veteran Certification Department:- Certificate of Eligibility
- Veterans Certification Request Form, once registered
Survivors/Dependents Educational Assistance Program (DEA), Chapter 35
- Apply online through the VA website for education benefits – Form 22-5490 (You will need VA file number of Veteran)
- Submit the Veterans Certification Request Form to the Veteran Certification Department, once registered
